Why this number and not a bigger one. Roughly three out of four businesses in Utah County employ fewer than ten people — 16,497 of the 21,743 are in the 0–9 range. If a franchise concept needs a prospect with real payroll, the addressable universe is the 5,246, not the 21,743. That distinction usually changes territory math more than anything else.

Read the territory splits as population, not as business counts. The 5,246 figure is published for the county as a whole; the state does not break establishment counts out by city. Splitting it by population share would put roughly 1,600 businesses in the North and 938 in the West — but that would overstate the West badly. Eagle Mountain and Saratoga Springs are bedroom communities with far less commercial density per resident than Provo, Orem and Lindon, which carry the county's office, retail and industrial base. Use population to shape the boundaries; get a ZIP-level business pull before you commit numbers to a territory in an agreement.
What this means for territory design
The county supports roughly four territories of similar population — each lands between 137,000 and 234,000 residents, which is a normal band for a service franchise.
North is the growth story. Lehi alone is at 99,366 and closing on Provo. If territories are drawn today and locked for ten years, the North cluster is the one that appreciates most and the one a sophisticated franchisee will fight for.
Central is the business density. Provo, Orem and Vineyard hold 226,093 residents, but more importantly they hold the concentration of employers. For a B2B concept, Central is worth more than its population share suggests.
South is ten small municipalities, not one market. Spanish Fork, Springville and Payson anchor it; the rest are small. It is the cluster most likely to need two owners eventually or a lower royalty to be viable at the start.
West is geographically large and commercially thin. Eagle Mountain and Saratoga Springs are growing fast in rooftops. Cedar Fort and Fairfield together hold 568 people. Drawing West as an equal quarter on a map is not the same as drawing it as an equal quarter of opportunity.
How to read the source
These are establishments, not companies. A business with three locations in the county counts three times. For franchise territory work that is usually the number you want, because each location is a separate place that buys, staffs and needs service.
The count comes from Utah's unemployment insurance payroll records, so it captures employers with covered payroll. It will not include sole proprietors with no employees, most independent contractors, or some agricultural operations.
Bluffdale is excluded here. It straddles the county line and sits predominantly in Salt Lake County, so counting its full population against Utah County would inflate the North.
